Sauce/Salsa for Chile Rellenos (like Vallarta market)?

Okay, so I know how to make the actual Chile Rellenos (and there are many good recipes here on this site)… but when I was in Mexico, and at my local Vallarta market’s hot food bar — they have the rellenos sitting in a kind of sauce/salsa… it is not at all like a taco or enchilada salsa or the kind of jarred or fresh salsa we think of with corn chips…

It is a kind of watery sauce that has in it:

onions
bell peppers
tomatoes
…and… ??? (spices???)

How do I make that sauce/salsa? I know it must be pretty simple, it’s just knowing what the broth and spices are.

I love to eat the Chile Rellenos with lots of that sauce on top!
